| As part of Cisco's ongoing commitment to proactive security and product quality, the Cisco IOS XE Software engineering team has conducted a comprehensive internal security review. This review resulted in software hardening releases that address multiple internally discovered vulnerabilities.
The vulnerabilities tracked by CVE-2026-20267 are related to improper access control issues that are grouped under the Common Weakness Enumeration (CWE) Pillar CWE-284. |
| A vulnerability in the web services of Cisco Secure Firewall Adaptive Security Appliance (ASA) Software, Cisco Secure Firewall Threat Defense (FTD) Software, Cisco IOS Software, Cisco IOS XE Software, and Cisco IOS XR Software could allow an unauthenticated, remote attacker (Cisco ASA and FTD Software) or authenticated, remote attacker (Cisco IOS, IOS XE, and IOS XR Software) with low user privileges to execute arbitrary code on an affected device.
This vulnerability is due to improper validation of user-supplied input in HTTP requests. An attacker could exploit this vulnerability by sending crafted HTTP requests to a targeted web service on an affected device after obtaining additional information about the system, overcoming exploit mitigations, or both. A successful exploit could allow the attacker to execute arbitrary code as root, which may lead to the complete compromise of the affected device.

A successful exploit could allow the attacker to cause the web-based management interface to become unresponsive. |

This vulnerability is due to insufficient error handling in the web-based management interface. An attacker could exploit this vulnerability by authenticating with a malformed certificate. A successful exploit could allow the attacker to cause the affected device to reload, resulting in a DoS condition. |
| A vulnerability in the Internet Key Exchange Version 2 (IKEv2) feature of Cisco IOS Software, IOS XE Software, Secure Firewall Adaptive Security Appliance (ASA) Software, and Secure Firewall Threat Defense (FTD) Software could allow an unauthenticated, remote attacker to trigger a memory leak, resulting in a denial of service (DoS) condition.
This vulnerability is due to a lack of proper processing of IKEv2 packets. An attacker could exploit this vulnerability by sending crafted IKEv2 packets to an affected device. In the case of Cisco IOS and IOS XE Software, a successful exploit could allow the attacker to cause the device to reload unexpectedly. In the case of Cisco ASA and FTD Software, a successful exploit could allow the attacker to partially exhaust system memory, causing system instability such as being unable to establish new IKEv2 VPN sessions. A manual reboot of the device is required to recover from this condition. |
| A vulnerability in the Web Authentication feature of Cisco IOS XE Software could allow an unauthenticated, remote attacker to conduct a reflected cross-site scripting attack (XSS) on an affected device.
This vulnerability is due to improper sanitization of user-supplied input. An attacker could exploit this vulnerability by persuading a user to click a malicious link. A successful exploit could allow the attacker to execute a reflected XSS attack and steal user cookies from the affected device. |
| A vulnerability in the Day One setup process of Cisco IOS XE Software for Catalyst 9800 Series Wireless Controllers for Cloud (9800-CL) could allow an unauthenticated, remote attacker to access the public-key infrastructure (PKI) server that is running on an affected device.
This vulnerability is due to incomplete cleanup upon completion of the Day One setup process. An attacker could exploit this vulnerability by sending Simple Certificate Enrollment Protocol (SCEP) requests to an affected device. A successful exploit could allow the attacker to request a certificate from the virtual wireless controller and then use the acquired certificate to join an attacker-controlled device to the virtual wireless controller. |
| A vulnerability in Cisco IOS XE Software could allow an authenticated, local attacker with level-15 privileges or an unauthenticated attacker with physical access to an affected device to execute persistent code at boot time and break the chain of trust. This vulnerability is due to improper validation of software packages. An attacker could exploit this vulnerability by placing a crafted file into a specific location on an affected device. A successful exploit could allow the attacker to execute persistent code on the underlying operating system. Because this vulnerability allows an attacker to bypass a major security feature of a device, Cisco has raised the Security Impact Rating (SIR) of this advisory from Medium to High. |
| A vulnerability in the access control list (ACL) programming of Cisco IOS XE Software for Cisco Catalyst 9500X and 9600X Series Switches could allow an unauthenticated, remote attacker to bypass a configured ACL on an affected device.
This vulnerability is due to the flooding of traffic from an unlearned MAC address on a switch virtual interface (SVI) that has an egress ACL applied. An attacker could exploit this vulnerability by causing the VLAN to flush its MAC address table. This condition can also occur if the MAC address table is full. A successful exploit could allow the attacker to bypass an egress ACL on an affected device. |
| A vulnerability in the HTTP API subsystem of Cisco IOS XE Software could allow a remote attacker to inject commands that will execute with root privileges into the underlying operating system.
This vulnerability is due to insufficient input validation. An attacker with administrative privileges could exploit this vulnerability by authenticating to an affected system and performing an API call with crafted input. Alternatively, an unauthenticated attacker could persuade a legitimate user with administrative privileges who is currently logged in to the system to click a crafted link. A successful exploit could allow the attacker to execute arbitrary commands as the root user. |

| A vulnerability in the CLI of Cisco IOS XE Software could allow an authenticated, local attacker to cause a denial of service (DoS) condition on an affected device.
This vulnerability exists because incorrect privileges are associated with the start maintenance command. An attacker could exploit this vulnerability by accessing the management CLI of the affected device as a low-privileged user and using the start maintenance command. A successful exploit could allow the attacker to put the device in maintenance mode, which shuts down interfaces, resulting in a denial of service (DoS) condition. In case of exploitation, a device administrator can connect to the CLI and use the stop maintenance command to restore operations. |

A successful exploit could allow the attacker to cause a watchdog timer to expire and the device to reload, resulting in a DoS condition. To exploit this vulnerability, the attacker must have a valid user account. |
| A vulnerability in the Lobby Ambassador web-based management API of Cisco IOS XE Software could allow an authenticated, remote attacker to elevate their privileges and access management APIs that would not normally be available for Lobby Ambassador users.
This vulnerability exists because parameters that are received by an API endpoint are not sufficiently validated. An attacker could exploit this vulnerability by authenticating as a Lobby Ambassador user and sending a crafted HTTP request to an affected device. A successful exploit could allow the attacker to create a new user with privilege level 1 access to the web-based management API. The attacker would then be able to access the device with these new credentials and privileges. |
| A vulnerability in Cisco IOS XE Software for Cisco Meraki could allow a remote, unauthenticated attacker to view confidential device information.
This vulnerability is due to a device configuration upload being performed over an insecure tunnel. An attacker could exploit this vulnerability by conducting an on-path attack between the affected device and the Cisco Meraki Dashboard. A successful exploit could allow the attacker to view sensitive device configuration information. |
